Most of the fictional scenarios seem to support about 3 elements a side so it seems that it would be fairly easy to have a 3 vs 3 player game with no modification.  Each player takes an element, one player plays ops. 

However, the multiplayer rules seem to kick in as soon as you have more than 1 person a side.  Is this necessary?  What was the reasoning behind multiple tactical sheets and extra ops dice?  I could see the need if you had 6+ elements a side, or say 200+ vs 200+ point games, and then each player has 2-3 elements.

I often host games with anywhere from 4-10 players, so I am very keen on the answer.

No, the multiplayer rules are only for people who want big games in which player gets his own "army."

We delegate all the time, in which each player gets 1 element.
