How Many Massed Infantry Units?

Just bought the rules and am looking to purchase appropriate miniatures.  My question is how many "Massed Infantry" units should I have to assure a reasonable amount of flexibility and variety when assembling my armies?  8, 10 more?  Thought I would start off with Roman and German armies, so we are talking about Cohorts and Warbands.  I appreciate your help.

A typical Roman army might have 6-10 massed infantry units, but there is a lot of flexibility

The Germans are more likely to have 8-15 massed infantry units.
