Might and Reason Discussion / Major Allies in army lists

As I understand it, a major ally (like Austrians in a Russian list or similar) needs to run 4 units for one general. However, do they get more generals if more than 4 units are run? The Austrian ally in the Russian list can have up to 9 units and this seems unwieldy. As major allies can apparently be mixed forces of foot and horse, do you use a cavalry or infantry general for mixed forces?
