If playing with say a core list plus one or more organic support we assume that the 'brigades' must remain intact under their original subcommander, with no cross attchment. Can you confirm this is the intention.
Additionally, it is stated that there may be some 'independent units' attached directly to the commander. Is there any limit on how many units can be made independent, and where they come from; for example can independent units be taken from organic and reserve support units?
1. That's correct. A unit only ever has one correct superior officer. However as a practical matter, since the Commander is *everybody's* superior officer, he can often form impromptu battle groups with units from different forces.
2. The idea of independent units is for historical scenarios, not the Army Builder. For example, if you were playing a historical scenario in which you had a small army of three divisions, plus one battery of heavy reserve artillery, that artillery battery would be an Ind. Unit.

I'm saying that it's moot. The Army Builder rules require you to assign all units to a subcommander, so there are no independent units.
But during normal gameplay, the Commander can exert control over any of his units, effectively treating them as if they were independent.
But if you use the optional 'I'm with Stupid' rule the commander only has a radius of 10BW for artillery and 4BW others, as apposed to 10BW for all units if allocated at the game start. Which should work well.
