Can a cavalry unit charge an infantry unit (deployed or undeployed)in a town base?

Meaning they could charge any unit in a town provided it was not deployed, as infantry and cavalry form march formation when in town bases and artillery units must be limbered to be in a town. So if you catch a unit before it has the chance to deploy you could charge them and they would not have cover. It mentions that a unit not in march treats a town base as rough ground, so I think the attacker would take the -2 for that, unless the line that any unit that ends it's movement in a town much change into march formation supercedes the line about cavalry not being able to charge a unit that is deployed into a building. This is an odd one that I'd love to get a clarification from Sam about.

The exact phrase on pg 31 is "as long as the defender is not in buildings or hard cover".
"In buildings" is somewhat vague. p21 says common terrain includes "Wooden buildings" and "stone buildings". Town base itself not actually listed. So I presume these are the two types of town base.
I would therefore read "in buildings" as meaning "in a town base". Reading it as "deployed in a town base" is adding a bit too much for me. But only one person can tell us his intent ...

My rationalization of a town base in Napoleonic times is not Paris or Moscow with large avenues (and surely in that times there were less large streets than now) but a village with narrow streets. In these conditions I think the cavalry must be penalizaed, or at least, thy must lose all advantages they have in open field

The only way cavalry can enter a town base is in March column. You can not charge in March Column. So it would seem to me the infantry in the town is safe. As a matter of fact infantry deployed in a town base with a cavalry unit in march column passing through is the only time infantry can charge cavalry.
