He can direct combat to gain an advantage from the poor rating of an enemy commander. Remember your commander has to personally direct combat (and thus risk the casualty test) to trigger your opponents poor commander for a combat.
This is the 'other' reason for using commands even if they do not have the * tactical advantage.
Even poor a commander can gain an advanatage from the other sides poor commander.
so the only situation in which an overall commander gets into combat is when facing a poor commander?
and if i got it right the overall commander doesnt have vigor and tactics rating . correct?
