I regularly use Cossacks (I wargame the 1813 campaign) and whereas these irregular units are useful for pursuit after the battle, they can not charge regular foes, so usually they remain iddle during the battle.
Sam addressed this issue (I can remember) saying that Cossacks not were used in formed battles but only in skirmishers and ambushes, but I think (and some other players too) that Cossacks must be given a chance to fight. This is my optional rule:
1) Irregular cavalry units may charge enemy units standing in 'march column' formation
2) Irregular cavalry units must to pass a 'Discipline' test to initiate the charge
3) If routed in 'decisive combat' the irregular cavalry unit is immediately broken.
In that way, the opportunist and volatile behavior of these cavalrymen could be simulated, so they could also take part in the fight
