Generally I've found that once somebody decides he likes or dislikes something, no amount of discussion will dissuade him, especially if he's taken the trouble to put his opinions in writing. That said, I get the impression that perhaps this person didn't have a lot of experience with the rules.
Of the two complaints he lists, one is of course a matter of preference: he doesn't think that there are enough ways to differentiate different troop types. Some people may be accustomed to games with twelve levels of troop quality, or whatever. But I've never been a fan of having lots and lots of levels along a single continuum, so in Lasalle I had very few "levels," although in a variety of categories: three levels of discipline, three levels of Esprit, four levels of Skirmish ability, plus the various plug-in modifiers such as Lancers, Guard, Pursuit, Shock, and all the various national modifiers. Personally, I think that offers a more interesting spectrum of variables, since they're not all linear.
His other complaint seems to come from a misunderstanding that troop quality doesn't have any effect upon shooting. I don'tt see any mention in his report, of the Rally rules, because that's where troop quality affects not just shooting, but any and all sources of Disruption. The whole point was to keep the shooting and combat mechanisms as clean and devoid of modifiers as possible, and then to ameliorate them based on a unit's ability to recover from said damage. But again, if somebody prefers a longer list of modifiers and steps in the process of combat, then they won't like Lasalle.
One other point: it's not clear to me whether or not he read the rules in the Army Builder, but if he wanted to create a historical scenario in which a badly outnumbered attacker won a decisive victory - in this case the British beating the French - then he probably should have taken advantage of various options to make the small British force more competitive, such as giving them a Superior Commander, or making the French units Conscripts (which I believe they were, in this case?), and so on.
In other words: taking better advantage of all the ways in the rules that one can tweak and adjust the unit and army qualities.
But who knows... he's apparently a "Might and Reason" fan, so there's hope for him! (wink)
