Hi,
I understand that any battalion with an inherent skirmish value of 2 or 3 has the option to use them as enhanced skirmishers (to upgrade other units). My question is, can battalions with only a base skirmish value of 1 be upgraded to 2 or 3 sk value(using enhanced skirmishers) or is this upgrade only exclusive to battalions with a starting SK value of 2?

The only limitation is that a unit cannot have an SK value greater than 3. So a unit could start on 0 and be enhanced to 1,2 or 3, start on 1 and be enhanced to 2 or 3, start on 2 and be enhanced to 3.
