On p109 the French Artillery Values includes a Light Horse Bty, but none of the brigades get such a thing (unlike some Prussians that do).
Is this a typo or is the listing of Light Horse Bty there for historcal refights?

There are quite a few of these in various lists - they are referenced near the beginning of the Army Builder section where he states that he has included these for scenario games.

The French Lt Horse Bty looks the only value of artillery not appearing in the brigades / core, that's why they look a typo, if so I'd guess one of the Light Cavalry Brigades could be missing the "Lt" in front of the "Horse Bty"

Maybe but not necessarily a typo: Pg 95 - "Several of the army lists include data for units that do not appear as options in the army builder.' and 'The values are included simply to aid players in creating historical scenarios'.
Light Horse batteries are 3 to 4 pounders (pg 45). I'm assuming that he is allowing 6 pounder horse batteries across the board.

Yep the Prussian lancers/Uhlan are another example of this. They are Sam's view of their rating for use in scenarios only, it's not a typo.
They were not typical enough in historical use to be included in the standard army builder from my understanding of the army builder concept. From my very limited reading this does apply to the Prussian lancers for example.
As tbe others have observed, it's not a typo. There are many possible unit configurations available that don't necessarily appear in Army Builder lists, as per the explanation on p.95. They're available for historical scenario-building. (Spain, for instance, in which some French horse batteries had 4# guns.)
