You are a little off in your measurements. From Adkin's book on Waterloo, the actual building complex was around 60 m wide x 120 deep. The walled formal gardens were 170 m wide and the orchard to the west was about 150 m wide, this gives you a ratio of around 1/2.8/2.5. Additionally the forest to the south was at least another 250 metres deep.
Since the actual 15 mm Hougoumont complex from Hovels is roughly 60x40 cm, that would mean I would need a garden of almost 4 ft and an orchard of a little over 3 ft, so the total width of the terrain for just the the buildings, garden and orchard would be greater than 8 feet wide!!!!!!!!.

Sometimes to get a visually appealing wargame, one needs to make allowances. The terrain scale I am using is already way out of proportion to my figure scale (16cm battalion in line). To use the actual historical proportions would be near on impossible.
