Under the optional rules for howitzer batteries (page 81) it allows howitzers to fire over the heads of a friendly unit (on lower elevation). Does this allow them to fire at an enemy unit within canister range over the heads of friendly troops? Would this be treated as a normal canister attack (doubling dice)? The rules do not seem to stipulate that they could not use canister in such situations.

Yes and no....
The rules specifically state that howitzers can fire overhead when at a higher elevation. I do not think the intention is to allow canister firing overhead but it doesn't say it cannot be used this way. A target at short range is apparently still a viable target for "plunging" fire so would they just get 1 dice per howitzer when firing overhead at short range?
