Would be right to put just two horses per basis for represent irregular cavalry. (arab cavalry)?

I'm doing 2 horses per base for light cav in general (hussars etc) and 3 per base for shock cav (Dragoons etc)
Has the advantage that I can do two units from an Old Glory bag of 16 for the lights which keeps the cost and painting time down, while still giving a pleasing look on the battlefield.
