The rules say that the minimum dice in combat is one dice no matter what the modifiers. But since one hit can not cause a disruption under any circumstances shouldn't the minimum dice roll be two dice thereby giving a person a chance to do some damage?

I think you may have confused combat with shooting.
Shooting requires two hits to cause a DISR.
Combat, however, is based upon counting the number of hits scored, vs. the enemy's hits scored.
