Is it based on any history or any particular brigade?
Arguably it could be the 1st Brigade of the 3rd Division at Salamanca (1/45th, 74th, 1/88th and 3 coys of the 5/60th) or the 2nd Brigade of the 4th Division at Salamanca (1/7th, 1/23rd, 1/48th and coy of Brunswick Oels).
In fact there are many instances of 3 battalion brigades plus skirmishers where the battalions in question could be considered "elite". Other examples are the 2nd Brigade of the 1st Division at Fuentes de Onoro, the 1st Brigade of the 2nd Division at Talavera, the 1st or 2nd Brigade of the 2nd Division at Vitoria, etc.
In terms of "game balance" and comparing this organic brigade to the French Elite Infantry option, I'm wondering whether the skirmishing advantage (which translates to an extra d6 in musketry fire on the whole) means that the "standard" British infantry battalion is fine as it is or maybe should be made a 6 base, large unit.

1/45th Old Stubborns, 74th, 1/88th Connaught Rangers, 1/7th Royal Fuzileers, 1/23rd Royal Welch Fuzileers, 1/48th were in a sense all "elite" units in that they had been selected as "the fittest part of the army" for the BEF in 1805, and so got the pick of the best officers and men.
