Perhaps you could help us with a rules question that arose today.
In a combat situation, the attacker has a definite advantage; the attacker never breaks and at worst only receives one DISR and has to fall back after losing a Decisive Combat As a result, it is always best to attack.
It didn't take long for our gaming group to figure this out, so now, everyone attempts to fall back in the Reaction Phase if charged. This causes some very interesting situations on the game table. For example; we had one French dragoon unit attack a British dragoon unit, because the British player knows it is better to be the attacker than the defender, he therefore attempts, during the Reaction Phase (step 1 in the sequence) to ''fall back'' by passing a disciplinary test.(66% chance of passing). Then, during the Activity Phase, (step 3 in the sequence), the British dragoons charge the French dragoons. But then during the French turn, the French dragoon unit ''falls back'' during the Reaction Phase (step 1 in the sequence), and then charged the British dragoons during their Activity Phase, (step 3 in the sequence). This went on for 7 turns until the game ended.
This is not an isolated incident. This happens anytime anyone in charged. They then attempt to ''fall back'' so as too be the attacker when they charge during their Activity Phase. This becomes a silly situation of charging back and forth until one player fails their DISC test (which is usually more than a couple of turns).
It is not just cavalry, this ''fall back'' during the Reaction Phase and ''charge'' tactic during the Activity Phase can be used by infantry as well.
Are we reading the rules correctly as we think this cannot be in the spirit of the game. What are we doing wrong? We can find nothing in the rules to prevent this occurring.
