Discuss the Honour system.

   As an example ... on the French list, infantry division, Penninsula campaign, veteran infantry brigades, the list includes numbers next to the type of unit.

   Is it correct to interpret the number as the number of brigades?

   If yes, is a brigade composed of four bases as shown on page 12 where it discusses infantry formations?

   Or instead, does one go to the French composition on page 108 and each brigade is composed of 4 sets of 4 bases (four battalions?), plus a reserve artillery battery?

   Or perhaps it is conceivable to use either method for constructing an army list (as long as both players are doing the same)?

   I can't tell if you're referring to the Army Lists on pp. 106-107, or the Unit Compositions on p.108. I will assume the former.

   This is explained and illustrated on pp. 94-96, so this is just a quick summary:

   You start by choosing what kind of "army" you want. If you want French, then you have two choices: Infantry or Guard.

   Then you choose a Theatre. The French can choose from all five Theatres. Let's say you chose "Peninsular."

   So there you see your Core army list: 2 Veteran infantry units, 3 Conscript infantry units, etc.

   Now... How many supporting brigades do you want? (The base number is one.) So choose one: it can be either an Organic Brigade (and here you may choose Light Cav, Elite Inf, Veteran Inf, or Conscript Inf), or a Reserve brigade, or an Allied brigade.

   Let's say you chose "Light Cavalry." So you go to the Unit Compositions on page 108 to see what a Light Cavalry brigade comprises, and you see that it's two Hussars, two Chasseurs, and a Horse BTY.

   Actually ... I think I figured out my confusion.

   I understood the parts about picking the Inf vs Guard divisions, and the theatre (page 106).

   And thus the core French infantry list(brigade) is composed of 2 vets of 4 bases(4 battalions) each, correct?

   Then an additional organic brigade could be picked which includes whatever is on page 108. An in essence, the reserve or allied brigades are handled in the same way.

   I made the same mistake when I first looked at the lists, but soon worked it out.

   Your French Peninsula Inf would have as core
   2 Vet Inf units (small with 4 bases)
   3 Conscript units (small with 4 bases)
   1 Dragoon unit (small with 4 bases)
   1 Div Battery (4 guns)

   Then you choose the additional supporting brigades,
   and these are chosen from lists and their make up is on page 108.

   I was working Russians as 6 Inf and 2 batteries, made up via page 116, and ended up on paper as core 24 battalions of inf and 14 batteries of gun .. 70 gun models... 2800mm of frontage in guns alone ... hmmm something is wrong ...

   Yep, I started calculating out how many figures I'd need, to do an army list for the French, and was beginning to realize there was no way I'd be buying that many models. Then somehow things just started to make more sense when I grasped the concept of the size of the organic, reserve, and allied brigades.

   Also, before I grow my French force into any of those three areas, I still have plenty in front of me just to construct the initial French list. Since I'm going to be using 28mm, if it was going to be the other way I was questioning, that would have been awfully discouraging quickly.
