New to Nappy gaming, but long time interest in period.
Can the French and British Victrix and Perry plastics be used to accurately represent their allied nations? I read a brief article that some polish cavalry were very similar and was curious on such possibilities. In Vancouver, Canada tracking down minis can be a challenge. Any suggestions for retailers in area

You can use the French plastics for many of the Confederation of Rhine armies as well as Italy. The British are a little more limited and would include the later Hanoverians battalions and the KGL.
A search through TMP will reveal previous discussions and advice.

The Victrix plastics will give you more to play with as far as allies go as many of them are not allies once the Bardin uniform (the Perries) comes in.
You should be good for Westphalains, Italians and a couple of the Polish units that did not use Czapskas (the pointy hat) off the top of my head. However you will want to use heads with a shako cover as the plates are radically different.
For the Poles the headgear is going to be an issue. Plus the Polish headgear is so nice it would be a shame not to use the right figures.
Victrix does Hanoverian heads for their British.
Also although there are a ton of little details that are different I am using 1804 French for my Spanish so if you aren't fussy you can use that too.
I have used the Perry French (Bardin) for the Confederation of the Rhine battalions of Anhalt-Dessau and the Kleve-Berg. I understand some have done late Saxons as well.
I do not get too excited about small details, though.

You need friends like I have that can't tell a British light dragoon from a Russian cuirassier and you can do what you like...
John makes a good point as well - some units (such as the middle guard) went to a shorter coat as early as 1810 you are pretty flexible.

Definitely gives me some options.
I do like the polish pointy hats and would like to get ahold of some figures. That will be my quest when I'm out of town. My draw to the period is the uniforms and all the colours. When I was a wee lad my uncle showed me some books and was hooked and it didn't help when I saw the many paintings of the period. I guess when all said and done i'm going to have one pretty army. Should be a fun process building my force.
