I'm in Northern Virginia, quite close to the Game Parlor (Chantilly), or Huzzah Hobbies (Ashburn).
Starting 1813-1815 French and Prussians in 28mm. I tend to prefer historical OOB matchups.
Not a tournament person at all. I realise that many are, and good luck to them, but that style really isn't my thing.
I'm in Northern Virginia as well, Alexandria to be precise. Coincidentally, I'm also working on 1813-1815 French and Prussians. My next project will be 1809 French and Austrians. However, I tend to prefer working in 1/72 scale plastics. For me they are a low cost alternative to 28mm.
I have not played yet but I can say I prefer historical matches as opposed to tournament play. I'm in this for the history and fighting British with Russians seems to run counter to that.

Have gobs of 25mm nearly all armies. Also 15mm Austrians.
