How do you get Guard or Grenadier Infantry or Guards Cavalry in the Westphalia lists? They have stats lines on the unit values but none of the four brigades have an option to field them.

I believe that Sam has included stats for units not on the lists in case anyone wants to do a historical scenario/list rather than an army builder list.

Correct.
There are many examples of unit values that don't have Army Builder brigades available. The British Guard cavalry, for example. The whole Swedish list is another example. They're for people creating historical scenarios.
A more difficult question is: Where to find Westphalian Guard Cavalry in 15mm?
(I wish AB would make some.)

Contact Caliver Books I understand they bought all the Mini-figs moulds and masters. It is reasonable to assume they plan to use them.

The old web address for Minifigs still works. Dave and the team at Caliver are up and running producing the full range of figures. The service is greatly improved on that offered by the previous owners (having experienced both).
If you have ever ordered from Caliver you will know just how good their service is - and this has been extended to the Minifigs range of figures.
I would like to encourage all to support this range, as it is not only the oldest company in the industry, but still one of the best.

I agree wholeheartedly. Both Caliver and Mini-figs have been around a long time and both are unique.
I find many older wargamers judge Mini-figs on the old 25mm range. the 15s are quite nice and if they may not have the head swops of AB miniatures, they make very good looking Napoleonic armies.
