No, "cover" for a regular unit would be things like: entrenchment, behind a wall, in a town. Being in Woods is rough terrain, and thus the "Bad Terrain" penalty in combat.
Shooting, as you have observed, is different.
It's a bit confusing because we were trying to address all the possible configurations in combat, but it works like this:
1. Yes, you get cover if you're defending in a woods.
2. If you're an Irregular unit, then you don't suffer any "Bad Terrain" penalties. You like the woods!
3. If you're an INF defender against CAV attacker, then that's all you need to know: you get +2 for Cover. (An elaboration of that can be found in the FAQ section on page 131.)
4. If you're INF vs. INF, however, and a Regular unit, you then lose -2 dice for "Bad Terrain"
Here's why the last instance seems redundant (get two dice, lose two dice.)
It was important to distinguish between regular and irregular units (i.e., those which had been deployed in loose order to fight in the woods.) And it was important to emphasize that while the bad terrain messes up all regular units, it makes life even harder for the attacker.
